Well, the API reference documentation is mostly already using gtk-doc, which is sane and ready for use by library.gnome.org, so that would already partly solve the problem of different versions of the same documentation jumping around different URL pattersn. And once you have that working, I think it might be more persuasive than any attempt to explain why a sane process would be sane.
