http://scratchbox.org/download/scratchbox-0.9.8/ download and install the rmp:s found there, or the tar.gz version if the rpms fail to work for you. Then follow the howto starting from http://www.maemo.org/platform/docs/tutorials/Maemo_tutorial.html#Installing-Maemo-rootstrap The scratchbox environment is debian, but it has nothing to do with the distribution you are using.
