We considered this, but it seems that the CPU is already almost fully used
in sequential startup sequence, so we wouldn't benefit from starting things
in parallel. Other thing is that many programs need to be started before
others, and thus parallel model would probably involve waiting for programs
etc. complications in a greater extent than now.
