You might be interested in the functionality provided by osso-bttools and osso-gwconnect packages. osso-bttols provides tools for doing e.g. bluetooth pairing and handling of link-keys. osso-gwconnect provides D-BUS interfaces for Bluetooth search (inquiry), SDP and creating RFCOMM connections (such as dialup or file transfer). All of this is accessible by user applications using the system D-BUS (actually the link key editor, btlk, only has a command line interface, but a D-BUS interface could easily be added to it as well).
