Yes and no.
You can probably setup your own build system. But calculate some days to
some weeks for it. Since scratchbox has its limitations (access to
bluetooth hardware and stuff), at least an alternative environment for
testing would make sense.
If you are not working on a linux box constantly you might want to grab
the maemo LiveCD and start developing under VMware or VirtualPC on a
windows box.
