Thanks for the reply... So, the service needs to be started just to see if it's
available?? And as far as using gwconnect in scratchbox, I wasn't sure if it
used the hciX device or not if there was one up and running.

First of all, bluetooth services do not work in scratchbox (without
some hacks), better to use them only on a real device.
If I remember correctly, btsdp is auto started by D-BUS. So if you
send request to btsdp, D-BUS will start it for you and btsdp will exit
after a certain idle period. btcond instead is always running.
