My uneducated guess is that it means Jazelle, which are Java extensions for ARM. From what I've seen on various mailing lists, the exact details of Jazelle are a seekrit (ooh!) for which you must sign an NDA with ARM Ltd. Sadly that precludes most open source uses of it.
