concerning this issue... it appears that for all the hosts in the
apt-get list, it returns 1.0.0.0.  any other domain returns the proper
ip when using nslookup from the terminal.  just these are getting
messed up.

I assume it is probably dnsmasq's fault?  /tmp/resolv.conf.wan0 has
the proper dns servers but for some reason dnsmasq is still reverting
to /etc/resolv.conf?  in any case, I manually added the dns servers to
/etc/resolv.conf and now I am able to update.

something is seriously fishy here.
