You should be able to build python differently depending on architecture
(unless of course all the modules are Architecture: all) At least for C
modules it should be simple and straightforward to optionally include
docstrings.
It is a ./configure option and some docstrings are inside C modules or
inside the interpreter itself, so unfortunately there is no way to
provide a separate, optional package that brings in docstrings. The
solution would be to have two different packages both providing full Python.
