This classification is up to the package maintainer.

Again, the AM only shows certain packages to the user in order to
present a simpler picture.  Normally, you should not have to worry
about packages like libgtk, busybox, xkbdata, etc.

As I said, I think it is a mistake to make packages like
skype-ui-theme-default, skype-ui-l10n-dede, and browser-eal visible to
everybody.
