In this case I think an important feature is missing. You could consider implementing something like GDebi[0] does. It works like a front-end for dpkg and when an .deb package installation is requested it looks for missing dependencies, download and install them from the system's repository (regular sources.list). Feature that I thought the Maemo Aplication Manager had already. Some time ago I was thinking of, some how, porting gdebi for maemo. Then I realized that application manager is not open source and assumed that it had this feature already.
