I did not, but I'm confident it was that order of magnitude. I've just
tried again on a device which has been up and running for a few days
(again, with nothing else running) and it opened very quickly in less
than 2 seconds.

That sort of start-up speed is obviously perfectly acceptable The
question is whether it's just more stuff is cached now which accounts
for the speed-up, or whether there is some intrinsic randomness to
start-up speeds.
