The easiest way to get a working environment is to use the installer 
scripts. They don't require Debian tools to run, but can also work with 
.tar.gz . maemo-scratchbox-install_4.0.1.sh takes the following arg:

-s PATH Install from .tar.gz to path (to e.g. /scratchbox).

maemo-sdk-install_4.0.1.sh takes the following arg:

-s PATH Specify Scratchbox installation path (default /scratchbox).

qemu-arm-0.8.2-sb2 is the right one
