It's standard apt. I don't think we have the tools in place to actually
put Translation files into the repositories, but once we do, apt-get
should do something with it on the device. More polish will likely be
needed to make it do something _useful_ with the translations, like
showing them in Application manager.

Right now, you can translate your package descriptions etc within your
control file like so:
Description-ru_RU: ...
