Hi, I'm following the discussion but bare with me these days since I'm in the 
Desktop Summit well away from the office and the people to ask about this are 
very possibly on holidays until August (just like myself after the Summit).

If you think we are violating any license or doing something wrong in general 
please file a bug or ping in an existing one, CCing me. This is the best way to 
discuss and solve a problem between different people across the Summer.

Which is why Nokia is violating the GPL (I haven't checked myself that
code is not being distributed for stuff in initfs).

I'd say the best option is to poke Quim Gil as I assume he's the correct
person to handle this (I'm CC'ing him although I assume he reads this
list).
