Not if the .changes files are uploaded last as - AIUI - these are what
trigger the build to occur. This is why it's already beholden on
people using scp to uploade tarballs etc. before the .changes.

If Build-Depends is too hackish, we could introduce a new simple file
format for the auto-builder.
