Historically, shipping as small a package as possible was desirable; so people didn't includre much (if anything) in /usr/share/docs/<package>. Now, if a package uses /opt, it's less of an issue on an N900 - however for most packages I'd still say much (if any) content in docs is a waste of space. Certainly, if the same source package is used for Fremantle and Diablo/Chinook, you don't want to waste space on those earlier devices.
