1. Why will they not go through? What is so special that they
aren't allowed?
2. Is their a list of packages that are not allowed, and why isn't
it linked to on the main upload page.

They will not go through - there is a check on the builder that prevents
that sort of thing from happening, though the check sometimes fails. Do you
read your build logs?
