I'm not sure what you mean. As I understand it at the moment, the
requirement is that you get 10 votes and at least 10 days. After 20
days, 3 "super-tester" votes can move the package (up or down).

I think that's what "super-testers" are for; and would suggest we
don't mix them.

I'd certainly be in favour of tightening up the rules so that the only
thing the uploader can do on his own package is vote it down out of
-testing.

No, currently that's at the discretion of the Council and the
Repository Manager (i.e. Niels).
