Maemo is not technically 'the project' here so it's corporate status is not precluding the community, upstream and/or related projects to apply with good ideas that are applicable to Maemo (say, some Qt related project). You are right, however, that perhaps there is a higher value in picking projects that are relevant to both Maemo and MeeGo, or, if possible, to join forces with MeeGo on an organizational level to have an even stronger application to the program.
