I filed a bug about that, https://bugs.maemo.org/show_bug.cgi?id=11463 In my case I found a possible reason: I had changed the update interval to a really huge number. I changed it to a lesser number and then App Manager stopped checking after every single action. Of course it is still slow as hell and apt-worker is using 100% for several minutes, but that's "normal".
