I've seen this happen as well, and the bug has been reported. You should
add a comment, since you've gone through more troubleshooting on this
issue that has previously been documented. I haven't seen a workaround
mentioned that fixes the control panel. If you have the terminal
installed you can use df -h to get information about free space on your
internal/external flash, and top or free to get some information about
free ram. Or the cpu/mem applet will give you some visual information
about ram (not flash) usage.
