Note that the Palm Pre came out before the SDK was even readily available. I'm not sure the SDK is a good metric.
Also, most of Mark's arguments tend toward the "Internet Tablet is not ready for end users". Taking that as a fact (for sake of argument) then the freezing of the SDK would be the best time to release a device.
