Sounds exciting. But don't sure about pure Qt4. Perhaps KDE can do it better using KParts? It will looks like KDE4 System Settings. Perhaps control center can even be integrated with KDE's System Settings. I belive it won't be a challenge and will looks like native for KDE users and useable as a separate application for other desktop users.
