Actually, that was gnome-settings-daemon, and it was affecting both
login screen and user sessions...
I've just submitted a fix (from upstream git).
That was a very nasty bug for an official Gnome release :-(

There are still problems keeping some settings
(keyboard, showing userid's on login according to msec config)
But at least most are fixed :)
