That is already decided in Mageia 2 specs.
And the suggested roadmap was do be systemd only in Mageia 3

We mostly "force" systemd for now to increase the systemd tests
and squash more bugs...

Anyway, rsyslog is probably not the place to have plain requires on
systemd-sysvinit, it could instead have a requires on the softer
virtual package "sysvinit", if this is something that's necessary to
properly order the basesystem install transaction.
