Why is it needed? Isn't timezone already on live CDs ? see:

Hmmm, seems to be a problem on livecd build... basesystem-minimal is not on
Gnome livecd either :/
Time to check the buildlogs.
This is the root issue that has to be fixed instead of workarounding it since we
might get other similar issues :-)
I guess the correct package to force is basesystem. its already on the
kde livecds...
