I suspect the problem is somewhere in gvfs or below. I believe LXDE uses gvfs so this would explain why both it and GNOME are affected.. Certainly running: gvfs-mount -oi does not show any events when plugging/unplugging a USB disk. Something to investigate - I don't really have time right now.
