I did a "grep -i license" and found that everywhere where the GPL is mentioned, 
which is 5 files and the COPYING, is version 2, not v1 as you have in the spec 
License tag. You should fix that.

As to the wording in the manual, here are my thoughts on this.
Either it is in the Public domain, or it is not. They can't put it in the 
public domain /and/ place restrictions on who can use it.
Besides, works of the US Government isn't protected by Copyrights.
