This breaks PHP and other things that use the mbfl_identify_encoding_no() symbols. 1.2.0 is seriously broken. Please revert or find a proper fix without this PHP is pretty useless. We discovered this during the freeze cycle, so I think a proper fix should be found (maybe a PHP patch? maybe a patch to this lib), or accept that it should simply not be updated and a comment indicating as much added to the spec to prevent future submissions.
