Ahh sorry, I moved /etc/udev/rules.d/61-x11-input.rules to
/lib/udev/rules.d/61-x11-input.rules as it's not an
autogenerated/administrator controlled rule and thus has no place in
/etc tree.
with GOTO statements inside :)

You would only have /etc/X11/xorg.conf.d/00-keyboard.conf if you'd gone
through the Gnome system settings -> Regional and Language -> System and
selected "Copy Settings" option to copy the user settings to the system
default settings.
Well, I'm quite old-fashioned in this regard, and never use desktop-level configuration tools for system-wide settings :/
