That means basically renaming files:
/etc/rpm/macros.d/foobar.macros => /etc/rpm/macros/macros.foobar
I think you meant:
/etc/rpm/macros.d/foobar.macros => /etc/rpm/macros.foobar
(/etc/rpm/macros is a file)
