Upong reading their website, it is a split from upstream as of v4.5.0: 
ftp://ftp.shorewall.no/pub/shorewall/4.5/shorewall-4.5.0/releasenotes.txt
So I'm unsure as to what to do.

Would an obsoletes/provides solve this?
E.g.
Obsoletes: shorewall <4.4.23.1
Provides: shorewall = %{version}
