Just need to add some options to the package selection on initial installation. If I remember correctly, already Mandriva has a development option, which presumably installs most if not all of the development packages on the DVD. In any case, there is a tree for selecting packages by group (server, etc), as well as the option to select specific packages individually. (I prefer selecting individual packages myself.)
Of course, Mandriva's current state is the starting point for Mageia.
By the way, this feature was inherited from Red Hat, from which Mandriva originally forked.
