Well, too much ml may be unavoidable. See https://www.redhat.com/mailman/listinfo , or http://lists.debian.org/completeindex.html My own theory is that the structure will emerge by itself. We need some criteria to create mailing list, as well as criteria to shut them down. Debian has this document http://www.debian.org/MailingLists/HOWTO_start_list , I guess we will need to take a look later once the question will arise. -- Michael Scherer
