There is an App maintainer for each app and she/he is charged with
keeping the description and functionality of the app up to date or up to
the latest app version.
Once you have done an update, the devs are automatically emailed of the
changes to the app updates and if there are any major problems, the
maintainer is contacted by a dev and the maintainer acts as a liaison to
the person who reported the problem "bug" or the maintainer is asked to
help debug.
People can also test the app and submit their appraisal
There is no voting component. I find the voting principle too subjective.
