Blank CDs and DVDs are very cheap now in most Western countries,
and they weigh very little, so rather than wasting packagers' time
creating new ISOs all the time why don't we just offer to send 2
discs - one with the original ISO and one with all recent updates?

Communities - and individuals willing to post to others where there
is no local community - could then keep a stock of the original ISO
discs and burn as required up-to-date copies of the contents of the
'updates' branch of the appropriate tree from a mirror.

Hi Margot:

You are correct. We are just discussing if we should be adding the recent updates at all. With adding updates, there are still bug considerations and the user may in fact install a distro that may fail just by adding the most recent updates.

But yes, the original ISO would be provided by the local community in question.
