That made me re-check my application once more: found a perfectly un-needed #include tcl.h ... (a leftover from the predecessor implementation with tcl/tk). Without that, the application builds without having libtcl-devel installed. Sorry, and thanks for helping!
Talking to others helps thinking oneself - I agree, the perl Inline
module has nothing whatever to do with tcl - Inline is an infrastructure
for including sources from several languages.
