Lets state the following facts to see what kind of possible solution you got to my thought:

1. You have a laptop.
2. You're on a bus on your way home from somewhere that takes more than 30 minutes to get home. 3. The bus-company offers wireless internet-connection for free, BUT each time you connect to that connection you have to agree to a license-agreement to send & recieve packets. 4. IF you don't have any of the full-DVD iso's downloaded to burn on a USB-key or a disc to install that way & want toburn the netinstall-iso since it's quicker to do so & then burn it on a USB-key. 5. How can you boot the installation if there's no option to sign the license-agreement for this wireless-connection in the boot-process of the installation?

I'm therefor wondering how do we fix that?
