How can you know before buying the PC whether it has UEFI? Is it mentioned
somewhere? I thought about asking the selling person, but chances are that
he/she will have no clue about what UEFI is, and will invent the answer.

The best way, in my opinion, is to find out what motherboard is in the
system, find the user manual online, and check it out.

Given the story at
http://www.h-online.com/security/news/item/Aldi-PC-becomes-first-retail-PC-with-UEFI-Secure-Boot-1635893.html
at present, anything that has been on the market for more than 1 month,
will NOT have secure boot available, let alone not be able to be disabled.

So, it's only going to become a problem at some point in the future.
