documentation, developer and user reference (so potentially often
updated), and on-the-go, work-in-progress notes, all not necessarily
structured?
Just to clear up things, the translation extension does not force the
pages to be all translatable.
If the page is not to be translate it is a matter of doing nothing (not
adding translation tags) to keep it as is.
The latter can be attributed to the language specific pages. Do not add
<translate> tags and it will not be translated.
