Non open source solution.

I personally prefer Weblate or Pootle.

Weblate is relatively young but it just gets the job done (may require git
migration, not sure)!
Pootle is relatively heavyweight but very easy to use and maintain.

There are several other open source solutions which may need more investigation
for this kind of usage:
Transifex - Great platform, a little heavy but very easy to use
TranslateWiki - Used by the Wikimedia foundation in order to translate
MediaWiki
Zanata  - A Red Hat project (I don't have any experience with it though).
