It sounds like what you actually need to do is print the image at
150-300dpi. If you shrink the image to anything other than 700 pixels
wide, you will destroy the barcodes. There is absolutely nothing you
can do with ImageMagick (or any other program) that can preserve your
barcodes when going from 1400 to 618 pixels.

If you don't care about the text, you can resample to 700x445, but
that is your only option for preserving your barcode. You may be able
to crop the text parts and resize them, then compose them with the
sampled barcodes.
