To make it blue, set a blue fill color...

   convert -size 15x15 xc:white -fill blue -draw 'circle 0,0 0,14' \
          \( xc:none -draw 'circle 0,0 0,12' \) \
          -compose DstOut -composite     rounded_corner.png

If you want to do this with the transparent corners,
using a 'add' overlay and a 'sub' mask, the blue should be added to the
'add' or overlay image.  Any color in the 'sub' mask does not matter,
as it is used to mark the areas to clear to transparency.
