Well the box filter is a simulation of printing out the picture and then 
scanning it in at a different resolution, so IMHO it's the most natural 
filter.  Everything else leads to modification of the content, so to speak, 
of original image.

What filter does the above algorithm correspond to?  It sounds rather odd for
