No idea.  I am not a windows user.  Did you check the version numbers?

There were major problems with affine transforms that were only recently
fixed.

These problems resulted in faults that caused translations to mistakenly
crop images.   Affine translations should NOT loose any image data that
is transformed.

All four corners of the actual source image should appear on the edges
of the actual destination image. The offset of the image on the virtual
canvas may however change to make this happen, but image data should not
be lost by the process.

PS:  I have not tested the correct working of affine transformations
involving images that have an existing offset. It should work, just not
tested as yet as all my tests was with a image starting with a zero
offset.
