| convert from.png -bordercolor black -border 1x1 \
| \( +clone -background black -shadow 80x3+7+7 \) \
| +swap -background none -mosaic to.png

Looks a lot simplier.
Hmm if you PNG is shaped you may like to replace -bordercolor black
with -bordercolor none or remove it entirely.
