Normally, when displaying an image with `display', if
one resizes the window then `display' will resize the
image.

Is there a switch or a way to inhibit this behaviour?

Here's the behaviour I need:

I'm displaying some very large images (4096x2160) on
a Full HD display device (1920x1080).  The image
comes up with the panner just fine.  If I now wish to
change the size of the enclosing window, `display'
instantly resizes the image to the size of the
window, and the panner vanishes (because it's not
needed now).

What I need is for `display' to treat the image as a
fixed-size "canvas" with the enclosing window as a
"viewport" onto the canvas.  Stretching the window
merely reveals more of the underlying image;
shrinking the window covers up more of the image.

(It would be _really_ nice, but not necessary, to
have a selectable option w/in the menu to turn
"locking" on or off during image display.)

The above behaviour turns out to be very important
for what I'm trying to do in a demo I'm putting
together.
