Two suggestions.

First IM's PDF generator while reasonable is not great, just basic.

You may be better off converting images to individual PDF pages and then
using a more specialised PDF generator to merge them togeter creating
the desired index pages.

Examples include using perl PDF generators and a java PDF merger.
