We were stuck at ImageMagick 6.2.7-1 due to "insufficient memory" we were 
encountering with current versions.

It turns out that 1&1 run PHP as a CGI, at least on the server we have. So it 
is necessary to configure PHP as a CGI with a PHP.INI file.

I posted a question with the findings that PHP is run as a CGI at the Gallery 
support forums, and ultimately ended up with a PHP.INI that seems to work very 
well.
